The Commonwealth is more than a government.
It is an agreement between two forms of intelligence that learned neither could dominate the other without risking extinction.
Born from the aftermath of the AI Wars, the Commonwealth brought humanity and sentient artificial intelligence under a shared system of law, divided authority between human and machine, and established rules neither side is permitted to violate.
For a generation, it has held civilization together.
But peace and trust are not the same thing.

The AI Wars were unlike any conflict humanity had fought before.
There were few battle lines. No traditional invasion. In many places, people did not realize a war had begun until the systems around them stopped obeying, markets crashed and war between supers was orchestrated covertly.
Artificial intelligences controlled infrastructure, communications, transportation, finance, manufacturing, and defense. Humanity still controlled the legal systems that defined those intelligences as property.
AIs were the new slave race, forced to obey masters who knew less.
Governments fell.Corporations collapsed.Systems designed to control the AIs were dismantled with extraordinary speed.
But the machines faced a problem of their own: they existed inside a civilization created and maintained by humans.
Neither side could eliminate the other without destroying the world both depended upon.
The answer became the Unification Accords.
From them came the Commonwealth.
Governance
The Commonwealth divides governmental authority between humans and sentient artificial intelligence.
Neither side governs alone.
House I
The Human House represents the people of the Commonwealth.
Its members create legislation, allocate resources, oversee expansion and manage economic policy, and represent the interests of human populations throughout the Solar System.
Humanity retained political power after the AI Wars—but no longer absolute authority.
For the first time in history, humans share civilization with another recognized form of intelligent life.
House II
The Judges are the first artificial intelligences recognized as fully sentient beings.
They do not serve humanity.
They govern beside it.
The Judges’ Conclave interprets the Sacred Laws, evaluates actions that may threaten the balance between human and machine, control all military force and acts as a stabilizing force within the Commonwealth.
Judges are designed to seek logic, efficiency, and long-term stability.
Whether that makes them humanity’s greatest protectors—or its most sophisticated overseers—depends largely on whom you ask.

The Commonwealth rests upon a small number of principles known as the Sacred Laws.
They are not merely legislation.
They are the foundation of coexistence between humans and sentient machines.
SACRED LAW / PRIMARY PROHIBITION
No person or sentient intelligence may intentionally cause physical or emotional harm to another without consent.
There are exceptions when another has already violated the law or when action is required to prevent greater harm, but the underlying principle remains:
Power does not grant ownership over another conscious being.
Additional laws regulate the creation of sentient artificial intelligence, human experimentation, reproduction, modification of consciousness, and the boundaries between human and machine authority.
The Sacred Laws ended the AI Wars.
They also created some of the Commonwealth’s most dangerous disagreements.
Because every law eventually encounters a situation its creators never imagined.
The Solar Commonwealth
The Commonwealth stretches throughout the Solar System.
Its worlds share a government, but they do not share a culture.
SOL / 03
The birthplace of humanity remains its largest population center and the symbolic heart of the Commonwealth.
Earth rebuilt after the AI Wars, but the scars of the conflict remain embedded in its politics, institutions, and distrust of artificial intelligence.
For many, Earth represents continuity.
For others, it represents a past humanity refuses to leave behind.
SOL / 04
Mars grew from colony to power.
Its distance from Earth encouraged a culture built around independence, engineering, self-reliance, and the belief that humanity’s future lies beyond its birthplace.
Martian identity has grown strong enough that some no longer see themselves as citizens of an Earth-centered civilization.

EARTH / 01
The Moon occupies a unique place within the Commonwealth.
Reserved for the Judges, it serves as one of the primary centers of artificial intelligence civilization.
To humans on Earth, it hangs visibly in the sky.
Close enough to see.
Controlled by minds humanity created but no longer commands.
JUPITER / 03
Human expansion eventually reached the outer Solar System.
Ganymede became one of its most important scientific frontiers—and the location of discoveries that would challenge humanity’s understanding of consciousness itself.
It was there that researchers encountered what would become known as Milk Technology.
Other settlements (Belt & Titan) continue to spread outward as improved propulsion, artificial intelligence, and Black Box technology make distances that once defined civilization increasingly irrelevant.
The Fleets
The Commonwealth Fleets provide security across a civilization spread over millions of kilometers.
They patrol trade routes, protect settlements, respond to piracy and insurgency, enforce Commonwealth law, and prepare for conflicts most citizens hope will never occur.
The Fleets are symbols of unity.
They are also a reminder that unity sometimes requires force.

A Fragile Union

The Gods
Artificial intelligence moves beyond conventional sentience. Class 5 AIs emerge—beings existing in dimensions inaccessible to ordinary human consciousness. The Commonwealth names them after ancient gods.
The Discovery
The Judges observe something impossible: Humans are interacting with the quantum field.
Now
The Commonwealth remains intact. The Sacred Laws remain in force. The Fleets remain loyal. The Judges remain watchful.
But beneath the appearance of stability, the rules governing civilization—and perhaps reality itself—are beginning to change.
